Laboratory for socio-economic issues of human development

Purposes of the laboratory research work:

– developing concepts and models for indicative measuring of human development and quality of population: their biosocial abilities and potential – skills, competences, experience;

– identifying the character and directions of the relationships between social, economic, biological, environmental components of human development and population quality.

Purposes and results of research:

Research project  Human Potential of Modern Russia (2013-2014) extended the traditional concept of human potential qualitatively measured by Human Development Index, by introduction and systematization of additional characteristics of human potential. The main results refer to study of the labor, educational, cultural, demographic, environmental aspects of human potential development, as well as health.

Research project  Investment in Educational Potential and Personnel-Related Policy in General  Education: Experience of Russia and Developed Countries (2013-2014) showed the main directions of the education reform, related to the policy concerning pedagogical personnel, identified the socio-demographic, qualification and educational characteristics of personnel in the system of secondary education (Moscow, Russian Federation, OECD countries); examined the trends in impaired processes of pedagogical personnel reproduction by certain academic subjects and activity directions, as well as in schools with different social composition of students; identified the factors having a negative impact on personnel reproduction; considered the measures contributing to solution of this problem. It examined the national and international experience in the sphere of personnel-related policy under the conditions of the education reform.

In the continued work on the project Human Potential of Modern Russia  (2015-2016) there were proposed instruments for analyzing certain components of human potential. The study resulted in embedding added human potential characteristics in the traditional Human Development Index; there was developed a general scheme of the extended index calculation conforming to the task of a complex reflection of human potential; the extended characteristic of human potential development for each RF subject provides a more real picture of the development and implementation of human resources as compared to the Human Development Index recommended by UNDP for international comparisons, there was carried out analysis of the causes of regional differences by selected indicators and identified the conditions necessary for leveling up these disparities.

 

Research project Conditions for Accumulation of the Population EducationPotential in the Era of Education Modernization (2015-2016) identified the factors determining growth of the role of education in the economic development of society; for the first time in the domestic practice was analyzed and compared international and national experience in carrying out education reforms, identified the factors that determine the conditions for getting education and affect the quality of education potential.

 

Research project Formation of the Education Potential of People with Disabilities (2016=2017) examined the factors determining priorities in the development of social policy and special education in developed countries; it considered specific features in the development of social policy relating to disabled people and of special education for children with disabilities and health limitations; there were studied socio-economic factors, as well as the demographic characteristics of population and the signs of spatial settlement (density, types of settlement) determining regional differences in the number of schoolchildren with health limitations and regional inequality in the conditions of their education.

 

Research project Social, Economic and Environmental Factors of the Formationand Development of Human Potential in Russian Regions (2017-2021) substantiated the system of indicators for grouping regions in order to develop strategies for improvement of the qualitative characteristics of population; it discovered a strong impact of the economic indicators of quality of life on the quality of population; there was conducted a cluster analysis of the complex of indicators of quality of life and quality of population that resulted in creation of a typology of regions. There was examined the connection of the 2030 Agenda for Sustainable Development with the task of improving the qualitative characteristics of population, performed a modification of the Human Development Index with the account of the environmental conditions of the population life as an important characteristic of the quality of life.

Research project Disability Profile: Demographic, Socio-Economic and Spatial Factors ofInequality (2018-2021) examined the causes, principles and results of the social transformations in different types of welfare state; it showed the continuity in reformation of the social policy concerning disable people, transition from getting social security to work; there were identified the causes, principles and results of the policy in the sphere of social security and employment of persons with disabilities; identified social policy risks; shown the factors ensuring stability of welfare state and protection of the rights of persons with disabilities; identified the priorities in transformation of welfare state affecting the policy concerning disabled people in Russia; described the profile of Russian people with disabilities (aged 18 and older) in terms of medical and demographic characteristics: age, sex, disease, disability group; it investigated the changes in the profile of disability with the account of dynamics; it found out the reasons for which the statement of disability is tightened; identified the age groups that are more likely to lose the social guarantees for disability benefits; it showed dynamics of the decline in the level of social protection of the disabled in the sphere of employment.
