Fundamental studies:

State assignment for 2019-2020 “Components, social standards and indicators of the standards and quality of life of population in modern Russia: qualitative identification and quantitative estimation under the conditions of socio-economic inequality” (№0165-2019-0014).

Main research results under the State assignment (2019):

1. On the basis of the authors’ works there was carried out disintegration of the components of the quality and standards of life, was given their short characteristic. At the first level of disintegration 7 components of the quality and standards of life were substantiated, at the second level 29 components were identified.

2. There was proposed a working version of indexes and indicators characterizing each of the components of the second level of disintegration of the quality and standards of life.

3. The authors developed classification of standard and non-standard employment that became the basis for study of working and entrepreneurial life. A comprehensive study of precarious employment and its assessment on the national scale was carried out for the first time in the Russian Federation.

4. There were defined new normative criteria and social standards (education, employment, etc.) for multi-criteria identification of groups with low quality and standards of life among the labor force.

5. The authors proposed methodology for identification of groups with low quality and standards of life among the labor force on the basis of multi-criteria assessment.

6. The authors developed socially acceptable normative consumer basket as a new instrument of social policy.

7. There was clarified the indicator base for monitoring income and living standards of population, which develops the national information-analytical system and improves its quality and reliability.

8. There was conducted monitoring of the population income and living standards on the results of 2018 (for Russia on the whole, Federal Districts and subjects of the Russian Federation) by over 80 indicators and indexes (including authors’ works).

9. On the basis of the monitoring results there was prepared and published Analytical Report sent to the State government bodies, national public associations, scientific and educational organizations.

10. There was performed quantitative identification of the social structure of the Russian society on the basis of the authors’ works concerning normative and normative-statistical standards of monetary income and housing provision.

11. There were made quantitative estimates of the scale and structure of the group with low quality and standards of life among the labor force.

12. On the results of the monitoring interregional inequality there were identified threats to social security due to high gaps in the indicators of the quality and standards of life, low living standards or high inequality.

13. There were identified the Russian regions, in which indicators of the quality and standards of life show social ill-being.
